Preheat your oven to 375°F (190°C).
Flatten the chicken breasts: Place a chicken breast between two sheets of plastic wrap or wax paper. Using a meat mallet or rolling pin, gently pound the chicken until it's about 1/4 inch thick. Repeat with the remaining chicken breasts.
Season the chicken: Sprinkle both sides of each chicken breast with garlic powder, onion powder, salt, and pepper.
Roll up the chicken: Spread Philadelphia cheese on chicken breast. Then add red bell pepper and roll up. Wrap bacon slices around chicken breast to cover the chicken completely
Cook the roll: Place the chicken roll seam side down in a baking dish. Bake in the preheated oven for 25-30 minutes, or until the chicken is cooked through and the bacon is crispy.
